Outgoing mail worked, other email accounts worked and my Comcast email could be received on my laptop and phone using the same settings - I use POP not IMAP. My fix was nothing to do with Comcast or Outlook. I was using a VPN through Norton. I turned it off and incoming Comcast mail showed up in my Inbox.
